中東遜尼派恐怖聖戰組織「伊斯蘭國」（IS）將魔爪伸向東南亞，在菲律賓招募新血，並於菲境叢林開設戰士訓練營，拓展勢力版圖。
IS新近發布的宣傳影片顯示，數名聖戰士頭目出言敦促菲律賓人前往敘利亞，投效IS。接著，畫面大秀「哈里發國於菲律賓的士兵」，在叢林營地從事體能與戰技操練。
受訓者顯係IS新招兵馬，他們清一色黑衣、黑面罩，演練科目包括攀爬繩梯、跨越高欄、於敵火下匍匐前進而突穿鐵絲網、步槍射擊等。眾人操演時，幹部則手持IS旗幟，在旁督導。IS於2014年6月宣告建立「哈里發國」，菲境IS訓練營地點不詳。
菲律賓總統艾奎諾三世的政府堅稱，菲境支持IS者，只限於菲南穆斯林住區少數向IS輸誠的「地方盜匪」，以活躍於巴錫蘭省的恐怖組織「阿布薩亞夫」規模較大，另個小團體名喚「哈里發虔信者」（Ansar al-Khalifa），二者都以綁架勒贖為業。
依據菲國軍方掌握的情資，有11名外國恐怖疑犯去年起即在菲南活動。
